The Union Home Ministry has 20 sanctioned posts in the rank of Joint Secretary, of which four are lying vacant. This means a shortage of 20 percent officers in the rank of JS; a post which is critically important in any ministry in the Govt of India.

Two posts of Joint Secretary (International Cooperation) & Joint Secretary (Freedom Fighters & Rehabilitation) fell vacant on 22 August 2016 after Ms Rakhi Gupta Bhandari (IAS:1997:PB) and Rajit Punhani (IAS:1991:BH) were laterally shifted to Ministry of Minority Affairs and Ministry of Labour & Employment respectively.

The post of JS (Internal Security-II) fell vacant in the third week of September when Mukesh Mittal (IRS IT:1987) was shifted to JS (Foreigners) Division in the backdrop of G K Dwivedi’s (IAS:1993:AP) suspension. The fourth Joint Secretary (State Re-organisation) post fell vacant after CSS cadre officer Vedantam Giri was laterally shifted from MHA.
