Contradictions in recent top appointments!

Some of the recent top level appointments in Government of India are marred by interesting contradictions. On August 31, Anant Kumar Singh (IAS:1984:UP) was appointed as AS&FA, Petroleum & Natural Gas, by cancelling the appointment orders of Kumar Sanjay Krishna (IAS:1985:AM). Krishna was appointed vide orders dated 29 July 2015 as AS&FA, P&NG, but he was subsequently asked not to take charge by citing the reason that both Secretary (P&NG) K D Tripathi as well as AS&FA K S Krishna belonged to the same cadre (Assam-Meghalaya). It is being viewed as departure from the establishment convention that Secretary and AS&FA should not belong to the same cadre.

Interestingly, Rajiv Yadav (IAS:1981:AM) was appointed as Secretary under the minister Sarbananda Sonowal who belongs to Assam, Yadav’s cadre state. It has been a convention that the cadre state of Secretary and the home state of Minister should not be common.

The third appointment which is being widely discussed is of CMD, ITPO. May it be noted that Union Home Secretary L C Goyal requested VRS citing personal ground. His VRS was  quickly accepted and Rajiv Mehrishi was appointed as new Union Home Secretary vice Goyal but ironically Goyal got the regular job of CMD, ITPO; an assignment which asks for full-time involvement.
