Jawahar Thakur (ICAS:1979), the serving OSD at Accounting Reforms, has been on leave since May 2015. The leave is seen as his way of protesting against the appointment of Mohan Joseph (ICAS:1979) as Chief Controller of Accounts (CGA. Government corridors are abuzz with rumours that he might prolong the leave till his superannuation on December 31.
On May 15 this year, Joseph was appointed new CGA in place of Jawahar Thakur, his batch mate. Subsequently Thakur was appointed OSD at Accounting Reforms (Finance Ministry). This post was created for the first time and hence it was seen as a means to give Thakur an hounourable exit from the post of CGA. Reportedly, Thakur had moved the CAT & Delhi High Court on the issue. Since he failed to get any relief from the two, he chose to proceed on leave.
