Uttarakhand’s Chief Secretary Shatrughan Singh (IAS:1983:UD) is scheduled to retire on 31 December 2016. Post retirement, he may be assigned the responsibility of state CIC.
With 60 days left for Singh’s retirement, the race for CS post is becoming intense.
There were rumors that R K Singh (IAS:1984:UD) had the support of top political & executive decision makers in the state and the center for CS post, but his prospects are reported to be over as Govt of India assumed him to have resigned because of his absence from service since yr 2000. Though there are some provisions based on which he had started claiming for CS post, a senior IAS officer recently filed an RTI seeking details of his service records so that his claim could be blunted. Insiders say that it would a tough task for the Govt to entertain his claim.
Further, two other officers are said to be equally strong claimant for CS post. S Ramaswamy (IAS:1986:UD) and Utpal Kumar Singh (IAS:1986:UD) having 40 months and 43 months as residual service. U K Singh is serving at the Centre as Additional Secretary, Department of Agriculture, Cooperation and Farmers Welfare whereas Ramaswamy is serving in the state as Additional Chief Secretary, Forest.
