Now taxpayers can figure out how their penny is spent in ministries

For the first time ever in the Govt of India, a web-enabled initiative is being recognised as a great enabler. The website is an initiative of a Chief Controller of Accounts (ICAS cadre officer) for four departments which are housed in Udyog Bhawan. The website (Weblink: is operational now and offers a transparent understanding of the performance of Joint Secretary rank officers who handle the projects and initiatives of their respective departments.

The website offers the expenditure statements of departments on monthly, quarterly and weekly bases. Reportedly, the respective heads of the desk/project, too take it is as a guiding tool as it provides them factual position of other desks and department which are inter-linked to each-other.

Even secretaries have come to recognise the facility as great enabler as it helps them clearing several bottle-necks and helps them get the factual position of all desks of their departments. It gives them a clear view of the project status, expenditures pattern and helps them keeping track of the work progress of other departments associated with theirs.

Further it instills competitive environment among the decision makers.

Till now, even the PMO used to ask for the details on expenditure patterns, disbursals of allocated budgets from ministries and departments to keep a track of the pace of work. But now it does not require to follow a cumbersome and time consuming process of asking data from the ministry & department.

Clearly the initiative is in sync with the Prime Minister’s commitment for minimum government and maximum governance.
