The Department of Personnel and Training (DoPT) has termed the reappointment of Rakesh Sharma as Chief Secretary of the Uttarakhand government as “without competence and void” since it violates the rules and regulations framed under the All-India Services Act 1951.
As mentioned in an earlier story of Indianmanadarins, Sharma retired on October 31 and therefore, he ceased to be an IAS officer. Since the cadre rules mandate that the post of Chief Secretary is a cadre post whereas Sharma became a non-cadre officer following his retirement on October 31. Further, Sharma was also denied extension of his services by the DoPT, despite a recommendation from the State government.
Insiders say that Sharma’s reappointment was without precedence.
Two ACS rank officers, Shatrughan Singh (IAS:1981:UK) and S Raju (IAS:1981:UK), are eligible for the coveted post of Uttrakhand Chief Secretary.
