The UP Govt practised it and continue to practise it; this is what it appears after Vijay Shankar Pandey (IAS:1979:UP) resorted to Supreme Court seeking justice. Reportedly, the Modi Government is keen to take Pandey on board with GoI as Secretary but the UP Govt has been sitting over Centre’s proposal enabling him for central deputation. Having more than 17 months of residual service Pandey is eager to come at centre but UP Govt seems more than eager to finish his prospects for Secretary rank berth in Govt of India.
If some senior most officers posted at centre are to be believed the UP Govt earlier finished the brighter career prospects of many senior officers. In power corridors it is widely believed that Javed Usmani (currently CIC, Govt of UP) earlier had brighter prospects at centre but UP Govt remained reluctant in giving clearance for central deputation. Similarly, Brij Lal (IPS:1977:UP), the erstwhile UP DGP, retired in November 2014 while serving in the state. UP Government did not relieve him despite the fact that the then UPA-II Govt was keen to take him at centre, probably as CRPF DG.
Spectators in bureaucracy are curiously watching the development and the prospect.
