The findings of scrutiny should be used to make systemic improvements to stop the repetition of such occurrences. The detailed 25 page CVC guideline also emphasizes that the central government departments should prepare case studies explaining the modus operandi in these corruption cases. The corrective measures should be circulated to educate other officials. The CVC guideline states that the complaint against government officials should be genuine and not malicious and should be based on verifiable facts. Each complaint should be examined by the chief vigilance officer (CVO) of the concerned organization.
