The appointment has come as a rude shock not only to the transport minister but also the Shiv Sena headed by Eknath Shinde. Fadnavis had to stall his appointment of guardian ministers for Raigad and Nashik after Shinde opposed this and demanded the posts for his own party. The two parties have yet to resolve this stalemate, and the new MSRTC appointment is expected to brew further conflict.
