Such dilution leads to impunity, the IAS body said in a communique to the Bihar govt on Tuesday. The Bihar government, earlier today, issued a notification regarding the release of 27 prisoners including former Lok Sabha MP Anand Mohan Singh from jail.

Anand Mohan Singh was convicted in the 1994 murder of Gopalganj DM G Krishnaiah who was lynched by a mob near Bihar's Muzaffarpur district in 1994. Singh was given a death sentence by a local court in 2007. His sentence, however, was later commuted to life imprisonment by the Patna HC.
