Abrupt, unceremonious transfer upsets ICAS cadre



The career of Binod Kumar (ICAS:1993) has nosedived in the last few weeks. First, he was promoted from Controller of Accounts (CA) to Chief Controller of Accounts (CCA) within the Ministry of External Affairs and then he was abruptly transferred from MEA to Ministry of Law and Justice and Corporate Affairs this week. His stint as CA in MEA started off in June 2015 and in January 2016 he was promoted as CCA.

Transfer is one thing and making it abrupt and unceremonious is another. The ICAS cadre is said to be anguished over the way the transfer was effected. Though the transfer order was issued by the cadre controlling authority (Controller General of Accounts CGA which functions under the department of expenditure), insiders and cadre officers believe that it was done at the behest of top MEA authorities.

Reportedly, as MEA CCA Binod Kumar had earned the wrath of some high-up in the ministry by raising objections to certain kind of expenditure. Whether these objections were genuine or nitpicking is not known.
