Najib Shah (IRS C&CE:1979) was the first one to be offered the additional charge of Chairman of the Central Board of Excise and Customs (CBEC), being the senior-most Member (Budget). After the retirement of previous chairman Kaushal Srivastava, Shah was given the additional charge of Chairman.
‘Indianmandarins’ reliably learns that initially the Government of India had offered Shah a Secretary-level post. As he didn’t show the ‘least interest’ in taking up the job, the government was reportedly foxed and didn’t know how to fill the post. Since Shah enjoys an impeccable track-record in the IRS C&CE, his refusal to take up the job has not really gone down well among the cadre officials. Consequently, the top post has been going abegging since July 1, 2015 as the search for a suitable candidate is on. Curiously, none of the members of the CBEC is staking claim to the post.
Some believed that by offering Shah with a Secretary-level post probably the GoI wanted to offer him with an honour-exit. Some insiders speculate whether delay in Ananya Ray’s appointment as Member, CBEC has something to do with delay in the appointment of regular Chairman, CBEC?
