It is reliably learnt that the process of cadre review of ICAS has completed its course in the first week of January 2015 and notification is expected shortly. The first meeting of the Cadre Review Committee had taken place on July 17, 2013 after which the process lost its pace. The cadre review got the momentum again after Sanjay Kotari (IAS:1978:HY) was appointed as Secretary, DOPT in July 2014. Further on August 26, 2014 DOPT submitted its report to the Department of Expenditure. Interestingly, the last cadre review had taken place in 2005.

Sources indicate that as many as three new posts of Principal Chief Controller of Accounts (Pr CCA) may be created for MHA, Ministry of Urban Development and Ministry of Health & Family Welfare. Simultaneously, at least 10 ICAS officers (1993-1995 batches) may be promoted to the rank of Chief Controller of Accounts (CCA).

ICAS functions under the Department of Expenditure in the Union Ministry of Finance. The service was created consequent to the Departmentalisation in 1976 with the purpose of separating Auditing and Accounting functions of the Union Government.
