A committee headed by former UGC chairperson Hari Gautam on working of University Grant Commission recommended scrapping of this organisation as it failed to deliver goods. It also recommended that UGC has not been able to deal with emerging diverse complexities.
This was the first committee that HRD minister Smriti Irani had set up to review the working of this institution meant for higher education in India recommending that reshaping and restricting would be futile and even amending UGC Act would be of no use. Instead it suggested forming a new institution called National Higher Education Authority through an act of Parliament. The most interesting thing is that It has emphasized on teaching of yoga and transcendental meditation.
