India, Germany language disagreement continues

Despite the HRD Ministry and the federal foreign office of Germany signing a year ago a joint declaration of intent to promote teaching of German in Kendriya Vidyalayas and modern Indian languages in German schools, the two parties have not yet worked out the details of this agreement. The MoU, under the declaration of intent, is yet to be finalised as the ministry  wants the Germans to first commit that they will pay their teachers to teach Indian languages, just as the Kendriya Vidyalayas pay their teachers to teach German. The declaration was signed after former HRD Minister Smriti Irani refused to renew an MoU in 2014 and discontinued teaching of German in KVs on the ground that it violates the three-language formula. But after the PMO stepped in, a declaration was signed afresh in 2015.
