IT Settlement Commission

The Principal Bench of Income Tax Settlement Commissions (Principal Bench, Delhi) has been functioning without Chairman since months. Currently, Vice Chairman G C Jain (IRS IT:1976) is carrying out the additional charge of Chairman. Prior to joining the Commission on 08 October 2013, he served as Chief Commissioner, North West Region since 2011.

Among other two Members, Ms M Sailo (IRS IT:1975) had resigned as Chief Commissioner of Income Tax-I, New Delhi and joined Income Tax Settlement Commission on 27 February 2013. Another Member Jaspal Singh belonged to 1976 batch of IRS IT.

IT Settlement Commission, a quasi judicial Alternative Dispute Resolution body, was set up in 1976 on the recommendations of Justice K.N. Wanchoo Committee, the Direct Taxes Inquiry Committee (1971). The Wanchoo Committee had conceived the idea of Settlement Commission as a mechanism to allow a one-time tax evader (Income Tax & Wealth Tax) or an unintended defaulter to make clean breast of his affairs.
