New Delhi (31.12.2020): In his curtain call on the drama that has been going on in Bengaluru for the last few months, Karnataka CM BS Yediyurappa cleared the suspense and appointed seniormost 1984 batch IAS officer P Ravi Kumar as the 38th Chief Secretary of the state on 30,12/2020 - a day before the term of the incumbent, TM Vijay Bhaskar (IAS:1983:KN), ends on 31/12/2020.

Kumar may hold the top post of the state bureaucracy till May 2022. Earlier, he held the post of ACS to the CM.

Kumar's appointment as the CS may leave his vacated post unfilled till an officer is selected for the job. It is speculated that Vandita Sharma from the 1986 batch, currently ACS-cum-Development Commissioner, may step into Kumar's vacated post. She is scheduled to retire in November 2023. 

Ms. Sharma's seniors - 1985-batch officers Pradeep Singh Kharola, Yogendra Tripathi, and Amita Prasad - are on Central deputation and may retire next year except for Prasad who will retire in January 2022. Another 1985 batch officer Mahendra Jain will retire in March 2021.

In view of the above, three Principal Secretaries of the 1990 IAS batch – Kapil Mohan, Gaurav Gupta, and Kumar Naik -- may be promoted as ACS depending on the approval of the central government.

Since the new CS is known as a 'team maker', it is said that he may first attend to the task of tuning the administration by harmonizing the strained, if any, the relationship among his senior officials. In this endeavor, his first priority may be to put the hands of order down upon the  Rs 1,067 crore Nirbhaya safe city project controversy that has pitched two IPS officers, Home Secretary D Roopa and Additional Commissioner of Police (Administration) Hemant Nimbalkar.

Then, Kumar can turn his gaze at the dire economic situation of the state and initiate the measures to overcome the Corona-induced growth problems attendant with the politically-explosive issue of rising unemployment and low income, which, in turn, are unleashing the forces of social disruptions.
