New Delhi (25.03.2021): The NDA administration has mounted one more campaign. On 25 March 2021, PM Narendra Modi launched the “Jal Shakti Abhiyan: Catch The Rain” campaign on the occasion of World Water Day.

According to G Asok Kumar, AS&MD, National Water Mission (NWM), this is one of the largest-ever water conservation campaigns in the world in view of the involvement of all District Collectors and Sarpanchs (except the poll-bound 5 states).

He pointed out that Gram Sabhas were held after the launch to discuss the issues related to water and water conservation and participants took Jal Shapath to conserve water.

He added the PM also interacted with 5 Sarpanchs from MH, GJ, RJ, KR, and Uttarakhand.

Kumar pointed out that the NMW"s campaign tagline “Catch the rain, where it falls, when it falls”, encourages states and stakeholders to create Rain Water Harvesting Structures (RWHS) according to their climatic conditions and sub-soil strata. It also actively seeks out people’s participation in storing rainwater, as rains falling in the four/five months of monsoon are the only source of water for most parts of the country.

In a statement, he said water conservation has become critical to replenish the groundwater, improve the water table and soil moisture; meet the water demands till the next rains after 8 months; and reducing floods particularly urban-floods.

He said State Governments and stakeholders have been requested to take steps to build RWHS to trap rainwater from roof-top and open-grounds of all government, semi-government and corporate establishments.

Chief Secretaries of all states were requested to direct the district authorities to enumerate all water bodies by cross-verifying with old revenue records and remove encroachments, if any, from them. All Collectors were requested to start “Rain-Centers” at the district level to give technical guidance on RWHS and the setup of toll-free numbers.

Kumar said the campaign encourages the making of water harvesting pits, rooftop RWHS, construction of check dams, and removal of encroachments & de-silting of tanks to increase their storage capacity, removal of obstructions in the channels which bring water to them from the catchment areas, repairs to step-wells and using defunct bore-wells to put the water back to aquifers, etc., awareness drives & workshops to sensitize & involve people, school children & other stakeholders for their active participation.

He said DO letters have been sent to all officials concerned including Defense and CAPFs and institutes involved including the IITs from Jalshakti Minister Gajendra Singh Shekhawat and from his office. Every effort has been made to involve the entire machinery of the central and state governments, he added
