TRP trail: Prasar Bharti CEO and three experts to review TRP guidelines

The Union Government on Wednesday constoruted as four-member committee headed by Shashi Shekhar Vempati (CEO- Prasar Bharti) to review the guidelines on television rating gencies in India. The four member committee includes Shalabh (Professor of Statistics at IIT Kanpur), Pulok Ghosh (Centre for Public Policy) and Rajkumar Upadhyay (Executive Director, Centre for Development of Telematics).

It may be underlined that recently Shashi Tharoor led Parliamentary panel on IT had unanimously questioned the current system of measuring audience estimates through Television Rating Points (TRP) is flawed and that the technology it depends on was obsolete.

The four-member committee headed by Prasar Bharti CEO will study and analyse past recommendations by various expert groups on TV rating systems and will revisit the I&B Ministry’s existing guidelines on TRP. The committee will also asses the existing system and study the TRAI recommendations and will also consider the requirements and expectations of the stakeholders.

P D Vaghela appointed as TRAI Chairperson

The Appointments Committee of the Cabinet on Monday appointed Dr P D Vaghela (IAS:1986:GJ) as Chairperson, Telecom Regulatory Authority of India (TRAI) for a period of three years or until he attains the age of 65 years. Vaghela has also served in the state as a commissioner of commercial tax. He was also instrumental in bringing GST in 2017.

Vaghela, the outgoing Secretary, Department of Pharmaceuticals, is retiring on Wednesday.

He will take over Ram Sewak Sharma, the outgoing TRAI Chairperson who demits office on September 30, after a five-year tenure.

Rita A Taeotia strongest contender for TRAI Chairman

If some well-placed sources are to be believed the incumbent Chairman of FSSAI and former Union Commerce Secretary Ms Rita A Taeotia (Retd IAS:1981:GJ) is considered as the foremost choice for the post of Chairman, Telecommunication Regulatory Authority of India (TRAI). Though few others too have been in consideration zone. The post is falling vacant on 30 September 2020; the day Ram Sewak Sharma (Retd IAS:1978:JH) attains the age of 65. 

He was in July 2015 named as the TRAI chief for a three-year period ending 10.08.2018.

Sharma, the high-profile Chairman of TRAI, became the first Chairman of TRAI to get a second term since the inception of the authority in 1997.

A day before he was due to demit the office he was re-appointment as chairperson, TRAI for a further period beyond 10.8. 2018 up to 30.09.2020 i.e. the date on which he attains the age of 65.

The Telecom Ministry is organizing itself to hold the first 5G spectrum auction in June 2019 and the first commercial network on the next generation technology will be rolled out by next year in the country.  

Addressing media persons at the Indian Telephone Industries’s (ITI) manufacturing unit in Kanjikode on Saturday, telecom secretary and chairman of telecom commission Aruna Sundararajan said that the Telecom Regulatory Authority of India (Trai) has given its recommendations for the spectrum auction.

“It will be a unique project and our plan is to develop 5G capabilities on our own without importing them like we did with the previous spectrums. In fact, we have even started working on the development of 6G spectrum,” she said.

“ITI has tied up with 13 startup companies in Bengaluru for design and manufacturing of the 5G chips. We will make the ITI units the hubs for research and development. The ITI has also signed a memorandum of understanding with IITs to develop new technologies and update the existing ones,” the telecom secretary said. 

She said the ITI, which was started in 1948, made a profit of Rs 102 crore after 16 years and now all its six units at Bengaluru, Rae Bareli, Mankapur, Naini, Palakkad and Srinagar were making profit.

The Palakkad unit, which has been running well for the past 23 years, made a profit of Rs 45 crore in the past fiscal. The ITI boasts of an all-time high order book of Rs 15,000 crore and it is expected to reach Rs 25,000 crore by 2020.

The NaMo administration on Thursday gave extension to TRAI Chairman Ram Sewak Sharma (IAS:1978:JH) for a period of two years beyond 10 August 2018. Sharma will continue till the attainment of 65 years of age i.e. 30 September 2020.
