Top and trusted officials of Odisha CM



Odisha CM naveen Patnayak is known for administrative efficiency, political integrity and extreme concern for his people. He doesn’t care for foreign junkets; indeed, he doesn’t even travel to Delhi unless it’s absolutely important. From his command centre in Bhubaneshwar, he runs the show with just four officials dedicated to his mission and functioning as his eyes and ears. Indianmandarins is happy to share the info on these officials gathered by a bit of research and talking to a wide cross-section of officials.

A P Padhee (IAS:1983:OR):
Aditya Prasad Padhee was appointed on November 30 this year as state’s new Chief Secretary. His promotion to this post has been seamless as he functioned earlier as Additional Chief Secretary to the CM. His appointment as the state CS sends out a clear signal about continuity of current policies of the government.


Upendra Nath Behera (IAS:1983:OR):
He is currently serving as Development Commissioner cum Additional Chief Secretary. Prior to his assignment as ACS (Home), he served as Development Commissioner in the state. During his seven years single tenure at the Centre (From January 2002 to January 2009), he served as PS to Minister of Steel and further as Jt secretary, Dept of Biotech and CVO, DDA.

Arun Kumar Sarangi (IPS:1990:OR):
He is currently Special Director Intelligence, a post assigned to him in March this year. Earlier he has been functioning as IG Intelligence. Since the state faces a lot of extremist problems being rich in minerals, Sarangi’s job is of utmost importance. Indeed, he is credited with mitigating the extremist problem of the state. Sarangi’s elevation has also followed a seamless course. Before IG Intelligence, he held the post of IG Vigilance. Once he moved out from there, it was given to B Khurania.

V Karthikeya Pandian (IAS:2000:OR):
He is Secretary to the CM and also called in jest ‘Super Chief Secretary’. The joke is due to the fact that ministers queue up to meet him and present their case for consideration of the CM. Patnaik depends on him for feedback in a structured manner.
