Railway Unions are said to be opposing appointment of IPS officers in RPF as DG; they want the post be reserved for RPF cadre officers. Till now, IPS cadre officers had a sway in appointment to the top post of DG, RPF. But it has come to be challenged and so the appointment of RPF chief is pending, even though the panel with two names of S K Bhagat (IPS:1982:UD) and Meeran C Borwankar (IPS:1981:MH) was made up well in advance of the vacancy.
Reportedly, three railway unions have written to the govt to appoint only RPF cadre officer to the post. These unions AIRF, NFIR, AIRPFA have opposed the appointment of IPS cadre whereas officers union (FROA, and IRPOF) are said to have been backing the same silently and informally.
Railway unions are said to have taken a cue from 1985 RFP Amendment Act which cleared the deck for RPF officers. The amendment act (duly passed in parliament) had made clear provisions that IPS cadres would be repatriated with immediate effect from RPF. Insiders say that there was a conspiracy against the provisions of the act and it was not notified in the gazette. But the latest move and lobbying seem to have worked and Railway Ministry is under pressure to respect a Parliamentary decision.
In case of railway unions prevailing, RPF DG post may be reserved for ever for RPF cadre officers.
One can wait and watch only.
