New Delhi (04.12.2021): NaMo administration on Saturday effected a major bureaucratic reshuffle at the level of Secretary, additional secretary, and joint secretary across ministries and departments:

The ACC cleared the appointment of six IAS officers in the rank and pay of Secretary (GoI):

  1. Sanjay Bandopadhyay (IAS:1988:MP) was appointed as Chairman, Inland Waterways Authority of India (IWAI) in the rank and pay of Union Secretary. Presently, he is Additional Secretary, Ministry of Ports, Shipping and Waterways.
  2. Sundeep Kumar Nayak (IAS:1988:JK) was appointed as DG, National Productivity Council (NPCC), Department for Promotion of Industry & Internal Trade in the rank and pay of Union Secretary. Presently, he is MD, National Cooperative Development Corporation (NCDC) under the Ministry of Cooperation.
  3. Ms. Upma Srivastava (IAS:1988:SK) was appointed as Secretary, National Commission for Scheduled Castes in the rank and pay of Union Secretary. Currently, she is an Additional Secretary, Department of Social Justice and Empowerment.
  4. Dharmendra S Gangwar (IAS:1988:BH) moved to the Ministry of Home Affairs as Secretary, Department of Border Management. Currently, he is an Additional Secretary and Financial Adviser in the Ministry of Health and Family Welfare.
  5. Ms. Juthika Patankar (IAS:1988:UP) is now Secretary, Central Information Commission under DoPT in the rank and pay of Union Secretary. Currently, she is Additional Secretary, Ministry of Skill Development and Entrepreneurship.
  6. Ms. Anita Praveen (IAS:1989:TN) was named as the successor of Ms. Pushpa Subramanyam (lAS:1985:TG); the outgoing Secretary, Ministry of Food Processing Industries retiring January next year. She will shift (laterally) from the Department of Telecommunications to the Ministry of Food Processing Industries as Special Secretary.
Further Rohit Kumar Singh (IAS:1989:RJ) and  Amrit Lal Meena (IAS:1989:BH) were elevated (in-situ) as Special Secretary, in the rank and pay of Union Secretary, in the Ministry of Culture and Department of Commerce (Logistics) respectively.

In addition, ACC also cleared the appointment of eighteen IAS officers in the rank and pay of Additional Secretary (GoI):

  1. Ms. Alka Upadhyaya (IAS:1990:MP) was appointed as Chairperson, National Highways Authority of India (NHAI) in the rank and pay of Additional Secretary. Presently, she is Additional Secretary, Department of Rural Development.
  2. G Asok Kumar (IAS:1991:TG) was appointed as Director-General, National Mission for Clean Ganga in the rank and pay of Additional Secretary. He will succeed Rajiv Ranjan Mishra (lAS:1987:TG) on his retirement on 31.12.2021. Currently, he is Mission Director, National Water Mission in the Ministry of Jal Shakti.
  3. Amit Yadav (IAS:1991:UT) was appointed as Additional Secretary, Department of Commerce, Ministry of Commerce & Industry. Presently, he is DG, Directorate General of Foreign Trade under the Ministry of Commerce & Industry.
  4. Vijay Kumar (IAS:1992:UT) was appointed as Additional Secretary, Ministry of Cooperation. Presently he is in the Cadre.  
  5. Ashish Srivastava (IAS:1992:MP) was appointed as Additional Secretary, Cabinet Secretariat (SR). Currently, he is Additional Secretary, Ministry of Women and Child Development.
  6. Sriram Taranikanti (IAS:1992:TR) as Additional Secretary, Inter-State Council Secretariat. Presently, he is in the Cadre.
  7. Ms. Neelam Shammi Rao (IAS:1992:MP) was appointed as Central Provident Fund Commissioner, Employees' Provident Fund Organization (EPFO) under the Ministry of Labour and Employment in the rank and pay of Additional Secretary. Currently, she is DG (Training), Ministry of Skill Development and Entrepreneurship.
  8. Amit Agrawal (IAS:1993:CG) was appointed as Additional Secretary, Ministry of Electronics & Information Technology. Currently, he is Additional Secretary, Department of Financial Services.
  9. Ms. Deepti Umashankar (IAS:1993:HY) replaces K Sriniwas (IAS:1989:GJ) as Establishment Officer & Additional Secretary, Department of Personnel & Training.
  10. Vivek Aggarwal (IAS:1994:MP) laterally shifted from the Department of Agriculture and Farmers Welfare to the Department of Revenue (Ministry of Finance) Welfare in the rank of Additional Secretary.
  11. Hari Ranjan Rao (IAS:1994:MP) was appointed as Additional Secretary, Department of Telecommunications. Currently, he is Joint Secretary, Department of Telecommunications.
  12. Ms. Roli Singh (IAS:1994:RJ), presently in the cadre, was appointed as Additional Secretary, Department of Health & Family Welfare.
  13. Mritunjay Kr Narayan (IAS:1995:UP) was appointed as Additional Secretary, Department of Home, Ministry of Home Affairs. Currently, he is Joint Secretary, Ministry of Power.
  14. Ashish Kumar Goel (IAS:1995:UP) was elevated (in-situ) as Additional Secretary, Department of Rural Development.
  15. Ms Sandhya V Sharma (lAS:1995:TN) was elevated (in-situ) as Additional Secretary, Department of Space.
  16. Rajeev Singh Thakur (IAS:1995:RJ) was appointed as Additional Secretary, Department for Promotion of Industry & Internal Trade (DPIIT). Currently, he is Joint Secretary, Department of Military Affairs.
  17. Satendra Singh (IAS:1995:JH) was appointed as Additional Secretary & Financial Advisor, Ministry of Chemicals & Fertilizers. Currently, he is Joint Secretary, Ministry of Mines.
  18. Shyamal Misra (IAS:1996:HY) laterally shifted from the Department of Commerce to the Department of Home Affairs as Joint Secretary.

Further, as many as 16 IAS officers, presently working as Joint Secretary, were elevated (in-situ) in the rank and pay of Additional Secretary (GoI) as a measure personal to them by temporarily upgrading the post held by them:

  1. Rajiv Jalota (IAS:1988:MH)- Chairperson, Mumbai Port Trust
  2. Tanmay Kumar (IAS:1993:RJ)- Ministry of Environment, Forest and Climate Change.
  3. Sunil Paliwal (IAS:1993:TN)- Chairperson, Chennai Port Trust
  4. Rakesh Kumar Verma (IAS:1993:PB)- Ministry of Tourism
  5. Katru Ram Mohana Rao (IAS:1994:UP)- Chairman, Vishakhapatnam Port Trust
  6. Ashutosh Jindal (IAS:1995:TR)- Cabinet Secretariat
  7. Abhishek Singh (IAS:1995:NL)- CEO, My Gov, Ministry of Electronics and Information Technology
  8. Sajjan Singh Yadav (IAS:1995:UT)- Department of Expenditure, Ministry of Finance.
  9. Ms R Jaya (IAS:1995:TN)- Ministry of Tribal Affairs
  10. Ms Varsha Joshi (IAS:1995:UT)- Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry and Dairying
  11. Santosh Kumar Yadav (IAS:1995:UP)- Department of School Education & Literacy, Ministry of Education
  12. Ms. Radhika Rastogi (IAS:1995:MH)- Joint Director, Lal Bahadur Shastri National Academy of Administration (LBSNAA).
  13. Sanjay Kumar (IAS:1995:TG)- Ministry of Housing & Urban Affairs
  14. Keshav Chandra (IAS:1995:UT)- Director, Serious Fraud Investigation Office
  15. Ms D Thara (IAS:1995:GJ)- Ministry of Housing & Urban Affairs
  16. Chandra Bhushan Kumar (IAS:1995:UT)- Deputy Election Commissioner, Election Commission of India
