New Delhi (12.04.2025): The Department of Personnel & Training (DoP&T) on Friday repatriated Vikas Anand (IAS: 2002: AGMUT) to his parent cadre while the Govt of NCT of Delhi had on April 07, 2025 issued an order appointing him as Secretary to Chief Minister of Delhi Rekha Gupta. It is assumed that the Department of Public Enterprise (DPE) would soon relieve him to take up the new assignment.
While working as Joint Secretary in the Ministry of Panchayati Raj, the Centre on February 01 picked Vikas Anand as CEO of National Land Monetization Corporation (NLMC) on a lateral shift basis. He was appointed through the CSB route instead of Search-cum-selection route.
He was appointed as the first full-fledged CEO of NLMC but the abrupt end of his tenure as NMLC CEO for being appointed as Secretary to the Delhi CM narrates the fate of a fully-owned Central PSU. What remains the truth for NLMC is once again “ad hoc arrangement”. A section of top sources in Central PSUs feels that NLMC is jinxed.
Since its inception in June 2023, NLMC functioned under the ad-hoc arrangement for its perennial quest for a chairperson and a regular CEO. In August 2023, a search-cum-selection committee headed by Cabinet Secretary made recommendations to appoint a non-executive chairperson and a CEO but the ACC didn’t ratify apparently in the wake of Lok Sabha elections 2024. The first-ever regular CEO Vikas Anand joined in the February first week and now he is set for an exit within nine weeks.

NLMC was first announced in 2021-22 Budget following which the Union Cabinet endorsed its constitution on March 09, 2022 as a wholly-owned Government of India company with an initial authorized share capital of Rs 5,000 crore and paid-up share capital of Rs 150 crore. NLMC is mandated to the process the monetization of non-core assets, idle or underutilized land & building, into a revenue-generating asset, typically through sale or lease to private entities, to generate income for government bodies or local authorities.
