New Delhi (28.05.2021): Invoking Section 6(1) of IAS (Cadre) Rules the NaMo administration on Friday late evening issued an order recalling the outgoing West Bengal Chief Secretary Alapan Bandopadhyay (IAS:1987:WB). Alapan's scheduled date of retirement is 31.05.2021 though Mamta Govt with the consent of the Centre has already extended his term for a period of three months ending 31.08.2021. 

The move came hours after PM Narendra Modi's review meeting on Yaas (cyclone) was skipped by West Bengal CM Mamata Banerjee. The DoPT notification reads "Approved the placement of Alapan Bandyopadhyay (West Bengal Chief Secretary) with the Government of India. Accordingly, the State Govt is requested to relieve him with immediate effect and direct him to report to the Dept of Personnel & Training (DoPT), Delhi by 31st May." 

In corridors, the Centre’s move is seen as an unprecedented one also because forced central deputation of a Chief Secretary retiring the very next day is something unheard of.     

It may be recalled that a similar order was issued in the second week of December 2021 directing three IPS officers to report to the Union Home Ministry (MHA).
